L&rsquo;art &#8211; comme le sport &#8211; c&rsquo;est d&rsquo;abord du travail&nbsp;;&nbsp;&nbsp;le th\u00e9or\u00e8me de Thomas Edison est toujours vrai&nbsp;: \u00ab&nbsp; Le g\u00e9nie est fait de 1% d&rsquo;inspiration et de 99% de transpiration&nbsp;\u00bb.&nbsp;Or lorsqu&rsquo;un artiste met son talent au service d&rsquo;une collectivit\u00e9 locale, il est courant que celle-ci marchande, ou que l&rsquo;opposition s&rsquo;en empare pour en faire un argument \u00e9lectoraliste montrant le \u00ab&nbsp;gaspillage&nbsp;\u00bb de la majorit\u00e9. En revanche, un rond- point \u00e0 400 000 euros en pleine campagne, une d\u00e9viation surdimensionn\u00e9e par rapport \u00e0 sa fr\u00e9quentation, des actions de communication aux r\u00e9sultats al\u00e9atoires n&rsquo;attireront que peu ou pas de remarques de la part des \u00e9lus, comme s&rsquo;ils devaient justifier leur action par le nombre de millions investis, m\u00eame en vain. Truffaut, Modiano, Soulages, Di Rosa, Boulez, Depardieu, Cosma ou Capu\u00e7on&#8230; la France leur doit sa r\u00e9putation de pays d&rsquo;art et de cr\u00e9ation qui d\u00e9place des dizaines de millions de touristes chaque ann\u00e9e.
