Ce n&rsquo;\u00e9tait pas tant la mesure par elle-m\u00eame qui interpellait, mais la m\u00e9thode, une sorte de coup de poing sur la table ass\u00e9n\u00e9 sans concertation pr\u00e9alable avec les \u00e9lus locaux, du genre \u00ab&nbsp;circulez y&rsquo;a rien \u00e0 discuter&nbsp;\u00bb. Douze mois plus tard, M. Philippe revient sur ce caprice et conc\u00e8de aux D\u00e9partements le droit de se prononcer sur le retour au 90 Km\/h. Politiquement c&rsquo;est tr\u00e8s malin. Sous des dehors d&rsquo;un semblant de d\u00e9mocratie locale, c&rsquo;est une fa\u00e7on de renvoyer la patate chaude aux \u00e9lus locaux qui avaient regrett\u00e9 le manque de concertation&nbsp;: \u00ab&nbsp;Mesdames et messieurs les conseillers d\u00e9partementaux, prenez vos responsabilit\u00e9s&#8230;&nbsp;\u00bb. Et essayer de faire oublier que c&rsquo;est le gouvernement lui-m\u00eame qui avait cr\u00e9\u00e9 le d\u00e9sordre et ceux qui ont suivi.
